Federal Aid Highway Act of 1973 (S. 502). The vote is on the Muskie-Baker compromise amendment that would allow cities and states up to $850 million a year in Highway Trust Fund money for rail transportation as well as for buses and highways. More than 20 environmental, consumer, civil rights, and civic organizations supported this measure as a "necessary step toward providing an efficient, balanced, safe, and environmentally sound national transportation system."
