Amendments to the Federal Coal Mine Health and Safety Act (HR 10760). The vote is on the passage of a bill to grant black lung benefits to any miner who has worked for 30 years in an underground bituminous coal mine, or for 25 years in an underground anthracite mine. The bill also creates an industry-financed trust fund to provide payments of black lung benefits. Environmentalists hoped the measure would encourage coal companies to spend money on dust control in order to decrease the future costs of their black lung compensation programs. March 2, 1976.
