(H.R. 8444). Vote is on the Mikulski amendment to authorize $65 million through 1979 for federal grants to state and local governments to pay for 50% of the costs of identifying and installing energy conservation measures in local government buildings. This subsidy for energy conservation was opposed by the Carter Administration on fiscal grounds, but it makes much more sense than most of the much larger federal subsidies for energy production. Adopted 317-105. August 2, 1977. YES is the correct vote.
