Representative Nita Lowey (D-NY) sponsored H.R. 6800, the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act. This bill would provide funding to state and local governments, tribes, and territories to maintain the essential services they provide and additional funding to support transit. Additionally, this bill includes a moratorium on all utility disconnects and mandates no household loses water service due to inability to pay, $3.6 billion is dedicated to election assistance funding, environmental justice grants to understand the links between pollution exposure and the impacts of COVID-19, an Occupational Safety and Health Administration (OSHA) emergency standard, and support for the U.S. Postal Service.
