Representative Ted Budd (R-NC) offered an amendment to H.R. 3354, the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2018, that would slash needed investments in energy-efficient rail capacity in the traffic-congested northeast corridor, in exchange for slightly boosting spending on transit New Starts. However, New Starts would be increased by less than half the amount reduced from the northeast corridor, leading to a net reduction in badly needed funding. On September 8, the House rejected the Budd amendment by a vote of 159-260 (House roll call vote 448). NO IS THE PRO-ENVIRONMENT VOTE.
